To participate in LEAD Hazard Risk Reduction Program for the Fiscal year 2014. Only Contractors who qualify for the approved listing will be able to bid on the federally funded Lead Remediation projects. All applicants must have State of Tennessee Lead Firm Certification and State of Tennessee Home Improvement License with a minimum limit of $24,999 and must obtain a General Contractors License with a minimum limit of $70,000 within one year of being approved.

NOTICE TO CONSULTANT ENGINEERS REGARDING REQUESTS FOR QUALIFICATIONS

August 22, 2013

The City Of Memphis, an Equal Opportunity/Affirmative Action Employer, seeks to retain the services of professional engineering consulting firms to provide expertise in Construction Engineering and Inspection (CEI) services on the projects described below. The scope of work may include but is not limited to: construction inspection, surveying, materials testing and reporting. This project is being funded by the Transportation Investment Generating Economic Recovery (TIGER) program. Main Street to Main Street Multimodal Connector Project (M2M) is a partnership among the States of Tennessee and Arkansas, the municipalities of Memphis, Tennessee, West Memphis Arkansas, and the Counties of Shelby in Tennessee and Crittenden in Arkansas. The method of payment shall be cost plus net fee.

To undertake and provide select CEI services for M2M, the City Of Memphis seeks to retain the services of professional engineering firms to provide various engineering and testing services related to the following:

Construction Inspection and Survey Services

Quality Assurance Testing for Acceptance and Training Services

Firms may request consideration by submitting a statement of qualifications to Mr. Jack Stevenson, 125 N. Main, Suite 644, Memphis, TN, 38103. All statement of qualifications must be received on or before 4:00 p.m. Central Time, September 19, 2013. The statement of qualifications shall indicate the scope of services to be completed by any sub-consultants. Sufficient information on qualifications should be included such that the factors that will be considered in evaluation, listed below, can be properly judged. Please specify the project for which you are submitting a statement of qualifications. Separate submittals must be turned in for each project.

Submittals will be reviewed by a Consultant Evaluation Committee who will make recommendations to the Project Director of several firms who would make viable candidates from which to make a selection or invite more detailed proposals and/or presentations. The factors that will be considered in evaluation of submittals are:

a. Past construction experience on similar projects specific to working on steel railroad structures.

b. Past experience working with Federal Highway Administration and/or the Arkansas State Highway Department, and/or the Tennessee Department of Transportation on federal aid projects.

c. Qualification and availability of staff.

d. Demonstrated ability to meet schedules without compromising sound engineering practice.

e. Evaluations on prior projects if available.

f. Size of previous projects.
